Under passenger seat there is a red wire and a white wire not hooked up to anything.
Unknown if they need to be connected together. Need more info before doing that.
I've taken some pictures which might help. I have 2 12 ga wires coming up from the floor - one white and the other red. This is the only white wire and if it were disconnected like yours nothing would work on the seat. The red and white are connected to a red and black wires and red and black wires distribute + and - 12vdc to the various controls. 3 wires (i.e., orange, red and gray) are connected to the lumbar control switch and they run to the lumbar pump, lumbar exhaust valve and 12vdc.

A few years ago the lumbar support quit working. When I checked several wires had been chewed up in the screws that run the seat forward and back. It was quite a mess. People might want to check theirs and make sure they are secured in a way that allows free movement without stressing the wires. Be careful stowing things under the seat (I wouldn't recommend it). And these mechanisms have the potential to be quite dangerous to children and pets if used improperly.

Heated seat elements are an easy and inexpensive add on, either do it your self or your local auto installation shop. I've added them to four cars so far, they work better than some of the factory ones do. $100 do it your self, $200 installed per seat.
