Step 1
Click on the attachment link. This downloads the file to the Downloads folder on your computer and puts a link in the lower left corner of your web browser.
Step 2
Click on the download link in the lower left corner of your web browser to open the file in your web browser.
In this example, the file is a fillable PDF form (most forms available from this bulletin board are fillable PDF forms).
If you don't intend to fill in the form electronically, proceed to Step 4.
Step 3
In the past, if you opened a form in a web browser and filled in the fields, you wouldn't be able to save your changes. This behavior has changed, at least in some web browsers. Test how your browser behaves before filling out the form.
Fill in one or two fields in the form then try to save your entries. Your browser will allow you to save your changes if you see the following when you click the Download icon in the upper-right corner of the browser window:
If you can save your entries, you can go ahead and fill in the rest of the form then save the completed form to a suitable location on your computer. (You can also save the empty form to a suitable location on your computer and fill it in later.) If you're not given the option to save your changes, do not fill in any fields in the form and continue to Step 4.
Step 4
Click the Download icon in the upper-right corner of the browser window:

Save the form to a suitable location on your computer. (This example illustrates what is seen on a PC. Some details my be different on a Mac.)
